Try adding the /NX0 switch which disables the SFN-perserving feature. XXCOPY, by default, tries to adjust the shor filename whenever the system-assigned SFN is different from the SFN attached to the source file. Since this procedure is an iterative (slow) method using a combination of the official file I/O APIs (and usually fails after some time wasted), when you know it won't work, you should add the /NX0 switch to disable the procedure in the first place.
