Kelly, I'm not very knowledgeable on this stuff but since no one else has responded as yet, would it help to show the full command line that you are using? For example, if you are using a wild-card parameter like * maybe the /RC switch processes items out of sync with the basic copy step. That's a long-shot comment pending input from others.
