Dave, I use ME in which RESTORE is "always in use" and produces multiple copy failures when cloning. I think XP also has a RESTORE function (and folder?) which may be causing a similar problem. I added an exclude switch /X_RESTORE\ after /CLONE to avoid failures to copy from the _RESTORE folder. For me this has not caused problems since I use XXCOPY /CLONE to create a total backup capability rather than using the partial restoration from RESTORE. Repeat cloning may help you to read which files are being missed (and some will then be copied correctly because they are no longer in use the second time round).
