I'm saying, specify these exclusions on the command line where they work. You can specify the one "user-specific" exclusion on the command line and use the exclusion file for the rest of the "static" exclusions. You are correct that they don't work in the text file, and I would not expect that they would, since this is part of the DOS/Batch command environment, not XXCOPY.
