Depending on your data and OS, you could probably do it in batch but 
I'd suggest using either HEAD (http://www2.informatik.tu-
muenchen.de/pub/sw/UnxUtils.html) or SED 
(http://www.student.northpark.edu/pemente/sed/index.htm).

With SED you'd do the following:

SED 10q  newfile
