No, the /Q3 -> /Q2 was done in XXCOPY as like a "kludge" (although we had a reasoning for doing so, it was not right and we have received a handful of "negative" feedback on this questionable behavior). So, I don't think you will find it documented anywhere. You may feel strange reading this. But, we make thousands of similar decisions inside XXCOPY without making a formal announcement or documentations. In most of those cases, the XXCOPY behavior makes sense to most users and nobody raises any question. In some cases, users ask questions and we have a good and persuasive answer on why XXCOPY behaves in certain way. In this case, our reasoning is admittedly weak and I now call it a kludge (nevertheless, it was deliberately done years ago and left as it was). I think we have to clean up the way XXCOPY works with /Q3 which requires a user-prompt in the future.
