When a file is opened by a program which refuses to share it with another program, the only way for the 2nd program to access the file is to kill the process of the first one. This would create a chaos and you don't want that. So, your option is to kill the program which monopolizes the file. Often, the OS itself is the one which keeps the file from other programs's access. Then, you are out of luck. This is not uncommon, especially a log file which is being updated by a running program. This is a design issue in a multi-tasking environment and you have to accept it as normal.
