Yes /E0 is what you're thinking of (does not process empty sub- directories) but that is not relevant in this case because he is just processing a single directory. There are several ways that the empty directories could be deleted after the first xxcopy command but I think Bob was actually trying to find a way for them not to get created in the first place when there are no files that need to be copied.
