Formatting a Win98 floppy with Win2000

I need to format a floppy on a Win2000 system but want it to create a 
Windows 98 floppy i.e. boot block. I normally just use a Windows 98 
system to format floppies but it would be nice to be able to do it on 
a Win2000 system. It is not clear to me how you use xxcopy to do just 
this. Thanks for any feedback.
