This was the subject of a recent discussion where as I recall, Kan 
pointed out it's Microsoft's way of trying to prevent/minimize piracy 
by matching the XP installation to some unique value assigned to the 
particular hard drive it was installed on. (Sorry Kan, I forgot what 
disk value it was)

If you only wish to be able to boot up on the other hard drive, you 
might try xxclone instead. Alternately you may have to install XP on 
the new hard drive. The same may apply to other applications you 
copied over.
