CHS rightly says that it's possible using XXcopy 16, followed by XXcopy32 after a reboot. But this is slow & long filenames not always correctly handled by XXcopy16. I have since found a far easier solution using - dare I say it! - not XXcopy16 but a true Dos based utility that really does work! It's called LFN Tools & comprises a suite of files for handling long filenames under true Dos, including one called LCOPY which is the one I used to restore my XXCOPY backup from a slave drive to a clean, reformatted master drive. As I keep a 'lean' Win98SE system, LCOPY took just 7 minutes to restore the backup of 810mB. I then booted to that restored drive (using a Boot Manager) & it ran perfectly, with all files correctly named & the drive fully bootable.
