Try adding the /FF option. You also may want to read messages #9108 
and 9109 which deal with time stamps on FAT vs NTFS drives along with 
daylight savings time.

If you need more help post again with what version of xxcopy you're 
using (all answers given here generally assume the current version 
unless the person with the question lets us know otherwise).
