It seems to me that your CMDCONS entry is wrong. It should
look like:

C:\CMDCONS\BOOTSECT.DAT="Microsoft Windows Recovery Console"
/cmdcons

Note the spelling and | instead of \ in your entry. I don't know
if it's critical but you're also missing a space before the
/fast detect switch on the second choice.
