Is there a utility that will look at a .jpg and read the embedded "date 
created" time and then change the file "date created" to that time?

If I had known about xxcopy years ago I wouldnt' be in this mess where my 
backups have all the dates munged up due to the "copy date" being the new 
"date created" date.
