RSS can mean a lot of things but I suspect you're referring to seeing it in regards to forums like this one. If so, that particular RSS stands for "Really Simple Syndication" and as des says, allows the forums to come to you instead of you going to them. Like des, I use FeedDemon RSS to view/respond to messages in the xxcopy forum (and many others), but the downside is it's not a free program.

On the other hand you can go to http://bloglines.com/ and sign up for a free account there to see how RSS works.

The bottom line is RSS does not give you any more power to do things, it just makes it easier to get your information be it this xxcopy forum, a news ticker, or whatever.
